郫都區(qū)作為全國(guó)首批雙創(chuàng)示范基地，科教資源富集，科創(chuàng)賦能轉(zhuǎn)型的內(nèi)需動(dòng)力巨大，特別是清水河貫通青羊、金牛、高新和郫都區(qū)，串聯(lián)成飛園區(qū)、電子科大、萬(wàn)億級(jí)電子信息產(chǎn)業(yè)基地、國(guó)盾項(xiàng)目等。將清水河郫都——高新段打造成為引領(lǐng)西部電子信息產(chǎn)業(yè)發(fā)展的科創(chuàng)走廊、展現(xiàn)成都“科創(chuàng)引領(lǐng)、智造賦能、校地共興、產(chǎn)城融合”的示范窗口具有深厚的發(fā)展基礎(chǔ)和廣闊的發(fā)展前景。As the first batch of demonstration bases for innovation and entrepreneurship in the country, Pidu District boasts ample science and education resources, and huge domestic demands for science and innovation enabled transformation. In particular, Qingshuihe River connects Chengdu Aircraft Industrial Park, University of Electronic Science and Technology of China, a trillion-yuan-size electronic information base, Guodun projects, etc. Building the Qingshuihe River Pidu High-tech Section into a science and technology innovation corridor to lead the development of the western electronic information industry, and a demonstrative window showcasing Chengdu's "science and innovation leadership, intelligent manufacturing enablement, college-locality co-prosperity, and industry-city integration" is of a profound development foundation and broad development prospects.二、項(xiàng)目概況
II.Project Overview
1、項(xiàng)目名稱：清水河科創(chuàng)新城總體策劃和城市設(shè)計(jì)全球方案征集1. Project name: Global Scheme Solicitation of Overall Planning and Urban Design of Qingshuihe Science and Innovation New City2、項(xiàng)目地點(diǎn)：中國(guó)·四川·成都郫都區(qū)西南部（包含友愛(ài)街道、德源街道、西園街道、郫筒街道。）2. Project location: Southwest of Pidu District, Sichuan, China (including Youhai Street, Deyuan Street, Xiyuan Street and Pitong Street.)3、項(xiàng)目規(guī)模3. Project scale清水河科創(chuàng)新城距離天府廣場(chǎng)約21km，東鄰郫都區(qū)南北大道，北鄰?fù)麉仓新贰⒌罔F6號(hào)線，南接溫江區(qū)、西接都江堰市。項(xiàng)目規(guī)模共計(jì)約106平方公里。其中：城區(qū)部分約35平方公里，鄉(xiāng)村區(qū)域約71平方公里。21km away from Tianfu Square, Qingshuihe Science and Innovation New City is adjacent to Nanbei Avenue of Pidu District in the east, Wangcong Middle Road and Metro Line 6 in the north, Wenjiang District in the south, and Dujiangyan City in the west with a total scale of about 106 square kilometers, among which: The urban area is about 35 square kilometers, and the rural area covers about 71 square kilometers.4、咨詢內(nèi)容4. （一）報(bào)名要求(1) Application requirements本次咨詢采用全球公開(kāi)報(bào)名的方式，中國(guó)境內(nèi)外具有相關(guān)設(shè)計(jì)經(jīng)驗(yàn)的設(shè)計(jì)單位/團(tuán)隊(duì)均可報(bào)名參加，報(bào)名時(shí)須滿足以下資格要求：This consultation adopts a global public application method. Design units/teams with relevant design experience in China and abroad may apply for participation. The following qualification requirements must be met upon application:1、中國(guó)境內(nèi)應(yīng)征人須滿足以下資格要求：1. Applicants in China must meet the following qualification requirements:（1）中國(guó)境內(nèi)設(shè)計(jì)單位/團(tuán)隊(duì)必須具有在有效期經(jīng)營(yíng)內(nèi)的合法性證明文件，且必須為獨(dú)立企業(yè)法人或其他組織或取得合法授權(quán)的分支單位（應(yīng)征人如為中國(guó)港、澳、臺(tái)地區(qū)機(jī)構(gòu)，須在其所在地具有合法營(yíng)業(yè)及設(shè)計(jì)許可）；(1) The design unit/team in China must have certification documents of legitimacy within the valid period of operation, and must be an independent corporate legal person or other organization or a legally authorized branch unit (if the applicant is an institution in Hong Kong, Macao, or Taiwan region), it must have a legal business and design license in its location);（2）具有行政主管部門頒發(fā)的城鄉(xiāng)規(guī)劃編制甲級(jí)資質(zhì)；(2) The design unit/team must possess Grade A qualification for urban and rural planning preparation issued by the competent administrative department;（3）法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司及其控股公司，不得同時(shí)報(bào)名應(yīng)征。(3) The parent company, wholly owned subsidiary and its holding company with two and more legal representatives as the same person must not apply at the same time.2、中國(guó)境外應(yīng)征人須滿足以下資格要求：2. The design unit/team is allowed to apply in the form of a consortium. When applying for a consortium, a Consortium Agreement must be provided. Institutions from Hong Kong, Macao and Taiwan, China or foreign institutions independently participating in the consultation without Grade A qualification for urban and rural planning shall join with a Grade A qualified planning and design institution to complete the subsequent scheme optimization after being selected.（三）團(tuán)隊(duì)要求(3) Team requirements根據(jù)本次征集活動(dòng)的特點(diǎn)，擬投入團(tuán)隊(duì)的成員應(yīng)為該設(shè)計(jì)單位/團(tuán)隊(duì)的在冊(cè)人員，包含但不限于規(guī)劃、建筑、景觀專業(yè)人員：According to the characteristics of this solicitation, team members to be involved should be the registered personnel of the design unit/team, including but not limited to planning, architecture, and landscape professionals:1、如設(shè)計(jì)單位/團(tuán)隊(duì)為境外單位/團(tuán)隊(duì)，為了保證項(xiàng)目設(shè)計(jì)人員對(duì)中國(guó)地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，項(xiàng)目設(shè)計(jì)人員中應(yīng)至少有一名精通中文的人士。1. If the design unit/team is an overseas unit/team, in order to ensure that the project designers have an accurate understanding of the Chinese background and related requirements, there should be at least one person who is proficient in Chinese among the project designers.2、參與本次征集的主創(chuàng)設(shè)計(jì)師需具有類似項(xiàng)目的主持設(shè)計(jì)經(jīng)驗(yàn)，且須直接參與設(shè)計(jì)全過(guò)程（主創(chuàng)設(shè)計(jì)師至少應(yīng)親自參與征集活動(dòng)的工作匯報(bào)及方案評(píng)審匯報(bào)等工作）。在活動(dòng)過(guò)程中若主創(chuàng)設(shè)計(jì)師與資格審查材料所提交的團(tuán)隊(duì)人員不符，征集人有權(quán)取消設(shè)計(jì)機(jī)構(gòu)活動(dòng)參與資格。2. The chief designers participating this solicitation need to be experienced in presiding design of similar projects, and must participate in the whole design process directly (the chief designer must have at least participated in the work report and scheme review report of solicitations in person). 1、本次咨詢工作分兩個(gè)階段：第一階段——公開(kāi)報(bào)名和遴選入圍；第二階段——方案編制及評(píng)審。1. This consultation is divided into two phases: Phase I — Open application and selection; Phase II — Scheme preparation and review.1.1第一階段——公開(kāi)報(bào)名和遴選入圍1.1 Phase I -- Open application and selection發(fā)布全球征集公告公開(kāi)報(bào)名，經(jīng)過(guò)遴選評(píng)審委員會(huì)評(píng)選，遴選出3家準(zhǔn)入圍單位/團(tuán)隊(duì)（須排序）。Issue global solicitation announcement for public application and select 3 finalist units/teams after the evaluation of selection jury (ranked in sequence).1.2第二階段——方案編制及評(píng)審1.2 Phase II -- Plan preparation and review.經(jīng)行政主管部門最終審核通過(guò)的3家入圍機(jī)構(gòu)按照《技術(shù)任務(wù)書(shū)》要求提交成果文件，按抽簽順序進(jìn)行方案闡述；評(píng)審委員會(huì)結(jié)合入圍機(jī)構(gòu)的成果文件進(jìn)行綜合比較與評(píng)審，對(duì)優(yōu)勝方案進(jìn)行排序推薦；征集人將評(píng)審委員會(huì)推薦的結(jié)果報(bào)行政主管部門確定中選機(jī)構(gòu)，承擔(dān)后續(xù)規(guī)劃設(shè)計(jì)工作。The 3 finalists that pass the final review of competent administrative department should submit their deliverables in accordance with the Design Brief, and expound their schemes in accordance with drawing order; in combination with deliverables of the finalists, the jury conducts comprehensive comparison and review, and ranks the winning schemes for recommendation; the host shall report recommendations of the jury to the competent administrative department to determine the selected institution for undertaking the subsequent planning and design work.2、本次征集活動(dòng)提交了成果文件且獲優(yōu)勝獎(jiǎng)的3家單位/團(tuán)隊(duì)，分別獲得優(yōu)勝獎(jiǎng)金人民幣300 萬(wàn)元/家（含稅）；最終優(yōu)勝中選單位/團(tuán)隊(duì)1名，獲得本次咨詢活動(dòng)服務(wù)合同，方案深化費(fèi)用人民幣800萬(wàn)元（含稅）。2. The 3 units/teams that have submitted deliverables and won bonuses during the solicitation will respectively receive a bonus of 3 million yuan (including tax); the eventual winner will receive a bonus of 8 million yuan as the fee of the service contract of this consultation and the scheme development (including tax).七、設(shè)計(jì)成果要求
VII.Requirements of Design Deliverables
1、內(nèi)容要求1. Content requirements設(shè)計(jì)成果應(yīng)滿足國(guó)家、四川省及成都市相關(guān)規(guī)定、標(biāo)準(zhǔn)及設(shè)計(jì)規(guī)范，包括但不限于以下內(nèi)容：總體定位、發(fā)展目標(biāo)、產(chǎn)業(yè)發(fā)展策劃、空間布局模式、分期建設(shè)計(jì)劃、運(yùn)營(yíng)策劃等。Design deliverables should comply with relevant regulations, standards and design codes of the state, Sichuan Province and Chengdu City, including but not limited to the follow contents: Overall positioning, development goals, industrial development planning, spatial layout mode, phased construction plan, operational planning, etc.2、規(guī)格要求2. Specification requirements所有設(shè)計(jì)機(jī)構(gòu)提交的成果文件規(guī)格必須滿足以下要求：All deliverables submitted by consulting design institutions shall meet the following requirements:2.1評(píng)審展板數(shù)量為8張（只接受8張展板），規(guī)格為A1（594mmx841mm）；圖板請(qǐng)附有排列順序的說(shuō)明或序號(hào)。2.1 The number of review boards is 8 (only 8 boards will be accepted), in A1 size (594mm x 841mm); the drawing board shall be attached with a description of sequence or serial numbers.2.2成果文本15套，規(guī)格為A3銅版紙裝訂，內(nèi)可附A2或A1相關(guān)圖紙（附圖紙質(zhì)類型自理）。2.2 15 sets of the detailed deliverable text, bound in A3 size with coated paper, may be attached with relevant drawings in A2 or A1 size (attached drawing paper type is decided by oneself)2.3成果的電子文件2份（U盤）。2.3 2 electronic deliverables (in USB disc).2.4多媒體匯報(bào)文件（PPT及其他Windows系統(tǒng)常用視頻格式）。匯報(bào)時(shí)間宜控制在30分鐘以內(nèi)，匯報(bào)中應(yīng)含項(xiàng)目相關(guān)的三維動(dòng)畫展示視頻。2.4 Multimedia presentation files (PPT and other common video formats of Windows system). Presentation duration should be within 25 minutes, including 3D animated videos related to the project.3、設(shè)計(jì)成果有效性 3. Validity of design deliverables在規(guī)定截止時(shí)間前送達(dá)，并滿足技術(shù)任務(wù)書(shū)要求的文件為有效設(shè)計(jì)成果，有下列情形之一者，視為無(wú)效設(shè)計(jì)成果：Documents that are delivered before the specified deadline and meet the requirements of the Design Brief are deemed as valid design deliverables, while other documents under one of the following circumstances will be considered as invalid design deliverables:3.1設(shè)計(jì)成果逾期送達(dá)的；3.1 Design deliverables that are delivered after the deadline;3.2設(shè)計(jì)成果提交后，更改設(shè)計(jì)成果內(nèi)容的。3.2 Design deliverables with altered contents after submission;3.3 經(jīng)專家評(píng)審委員會(huì)半數(shù)以上（含半數(shù)）評(píng)委認(rèn)定設(shè)計(jì)成果非原創(chuàng)、已經(jīng)發(fā)表過(guò)、與其它設(shè)計(jì)方案雷同的或設(shè)計(jì)成果深度未達(dá)到技術(shù)任務(wù)書(shū)要求的。3.3 Where more than half (including half) of the expert jury members determine that design deliverables are not original, have been already published, are identical to other design schemes, or fail to meet requirements of Design Brief in terms of design deliverables' extent;八、版權(quán)問(wèn)題及法律
VIII.Copyright Issues and Law
1、所有參加本次活動(dòng)的設(shè)計(jì)成果署名權(quán)歸設(shè)計(jì)單位/團(tuán)隊(duì)所有，凡提交的所有設(shè)計(jì)成果不退回設(shè)計(jì)單位/團(tuán)隊(duì)，征集人有權(quán)無(wú)償使用所有設(shè)計(jì)成果，包括在評(píng)審結(jié)束后公布評(píng)審成果，并通過(guò)傳媒、專業(yè)雜志、專業(yè)書(shū)刊或其它形式介紹、展示及評(píng)價(jià)設(shè)計(jì)成果。1. The right of authorship in all design deliverables of the solicitation belongs to the design units/teams, while all submitted design deliverables will not be returned to the design units/teams. The host is entitled to use of all design deliverables for free, including announcement of review results after the review, as well as introduction, display and evaluation of design deliverables via media, specialized journals, specialized books or other forms.2、設(shè)計(jì)單位/團(tuán)隊(duì)?wèi)?yīng)保證設(shè)計(jì)成果中所有內(nèi)容均為設(shè)計(jì)單位/團(tuán)隊(duì)原創(chuàng)，不得包含任何侵犯第三方知識(shí)產(chǎn)權(quán)的資料。如發(fā)生侵權(quán)行為，由侵權(quán)的設(shè)計(jì)單位/團(tuán)隊(duì)自行承擔(dān)一切法律后果，并取消其參與本次活動(dòng)的資格。2. Design units/teams should ensure all contents in design deliverables are their original work without any materials infringing the intellectual property rights of third parties. In case of an infringement act, the infringing design units/teams must bear all legal consequences themselves, and will be disqualified from the solicitation.3、征集人提供的所有資料（文字、圖紙、電子數(shù)據(jù)等）均受版權(quán)保護(hù)。未經(jīng)授權(quán)，任何單位和個(gè)人不得將內(nèi)容復(fù)制、改編、分發(fā)、發(fā)布、外借、轉(zhuǎn)讓，否則將依法追究其相應(yīng)法律責(zé)任，并取消其參與本次活動(dòng)的資格。3. All materials (text, drawings, electronic data, etc.) provided by the host are protected by copyright. Any unit or individual must not copy, adapt, distribute, publish, lend or transfer these materials without authorization, otherwise corresponding legal liability will be ascertained according to law, and the unit or individual will be disqualified from the solicitation.4、本次活動(dòng)規(guī)則受中華人民共和國(guó)法律管轄，活動(dòng)工作和所有文件適用中國(guó)法律，若發(fā)生爭(zhēng)議，經(jīng)協(xié)商不成時(shí)，雙方同意提交成都仲裁委員會(huì)進(jìn)行仲裁。4. Prior to the end of the solicitation, design units/teams or their designers must not disclose, publish or display design deliverables in any form unless the host permits, otherwise the corresponding legal liability will be ascertained according to law, and the units/teams or their designers will be disqualified from the solicitation.6、解釋權(quán)：本次咨詢活動(dòng)及相關(guān)文件的最終解釋權(quán)歸征集人，解釋語(yǔ)言以中文為準(zhǔn)。6.
