項(xiàng)目背景  Profile

為全面落實(shí)對(duì)重慶提出的“兩點(diǎn)”定位、“兩地”“兩高”目標(biāo)、發(fā)揮“三個(gè)作用”和營(yíng)造良好政治生態(tài)的重要指示要求,推動(dòng)成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè),深入貫徹《中共中央關(guān)于制定國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十四個(gè)五年規(guī)劃和二〇三五年遠(yuǎn)景目標(biāo)的建議》以及長(zhǎng)江經(jīng)濟(jì)帶發(fā)展系列座談會(huì)精神,按照市委、市政府關(guān)于城市提升以及兩江四岸核心區(qū)整體提升的相關(guān)要求,南岸區(qū)政府對(duì)標(biāo)國(guó)際一流,體現(xiàn)亮點(diǎn)特色,以建設(shè)長(zhǎng)嘉匯大景區(qū)為重點(diǎn),高標(biāo)準(zhǔn)打造好 “兩江四岸”核心區(qū)。

To fully implement instructions on Chongqing by General Secretary Xi Jinping, including the positioning and goals of Chongqing as“Dual Geographic Importance, Twin Goals and Parallel Progress”, Chongqing’s “Three Roles”and the building of a sound political atmosphere for the development of Chengdu-Chongqing Twin-Hub Mega-Region, and to  thoroughly implement the "Recommendations for National Economic and Social Development of the Fourteenth Five-Year Plan of the Central Committee of the Communist Party of China and of the 2035 Long-Term Goals " and requirements of the series of symposiums on the development of the Yangtze River Economic Belt, Nan'an District Government follow the first class international level with a focus on highlights in building the core areas of “Two Rivers and Four Banks”while emphasizing on the building of Grand View Spot of Landmark Riverside.

長(zhǎng)嘉匯大景區(qū)地處重慶市“兩江四岸”核心區(qū),是我市城市發(fā)展主軸中的核心組成部分,作為城市會(huì)客廳,躋身重慶6張城市新名片之一。該區(qū)域具有明顯的航空及鐵路交通優(yōu)勢(shì),區(qū)域周邊產(chǎn)業(yè)要素齊備,根據(jù)國(guó)務(wù)院《關(guān)于建立重慶經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)的請(qǐng)示》的批復(fù)、《關(guān)于印發(fā)中國(guó)(重慶)自由貿(mào)易試驗(yàn)區(qū)總體方案的通知》、重慶市人民政府《關(guān)于加快中央商務(wù)區(qū)建設(shè)的意見(jiàn)》,該片區(qū)定位為國(guó)家級(jí)經(jīng)開(kāi)區(qū)、自貿(mào)試驗(yàn)區(qū)、中央商務(wù)區(qū)。推動(dòng)該區(qū)域建設(shè),是落實(shí)習(xí)近平總書(shū)記提出加快構(gòu)建“雙循環(huán)”新發(fā)展格局、構(gòu)建成渝雙城經(jīng)濟(jì)圈和全面推動(dòng)長(zhǎng)江經(jīng)濟(jì)帶發(fā)展的戰(zhàn)略舉措;是落實(shí)黨中央關(guān)于西部金融中心建設(shè)的重要抓手;也是實(shí)現(xiàn)我市都市發(fā)展戰(zhàn)略布局和全市“一區(qū)兩群”協(xié)調(diào)發(fā)展,以及構(gòu)筑和引領(lǐng)南岸區(qū)域金融格局、提升經(jīng)濟(jì)綜合經(jīng)濟(jì)實(shí)力的必然要求。

Located in the core area of "Two Rivers and Four Banks", the Grand View Spot is a key component of our urban development axis. It is called our city’living room,one of the six new name cards of Chongqing. It also enjoys obvious advantages of aviation and railway transportation, and complete industrial elements. According to approval of "Request for the Establishment of Chongqing Economic and Technological Development Zone" by the State Council, the "Notice on Printing and Distributing the Overall Plan for China (Chongqing) Pilot Free Trade Zone", "Opinions on Accelerating the Construction of the Central Business District" of the Chongqing Municipal People's Government, the related area is positioned as a national economic development zone, a pilot free trade zone, and a central business district. Promoting the construction of this area is a strategic measure for the implementation of requirements proposed by General Secretary Jin Ping that we shall accelerate the construction of a new development pattern of "dual circulation economy" , the construction of the Mega-Region, and the comprehensive promotion of the development of the Yangtze River Economic Belt; This is also a starting point for the building of western financial center required by the central committee and also an inevitable requirement to realize the strategic layout of urban development and the coordinated development of "one urban area and two town clusters", and construct the regional finance pattern of  Nan’an district as a leading force for the improvement of its comprehensive economic strength.

按照《南岸區(qū)十四五規(guī)劃和2035年遠(yuǎn)景目標(biāo)》、《長(zhǎng)嘉匯金融中心產(chǎn)業(yè)規(guī)劃》等相關(guān)規(guī)劃要求,長(zhǎng)嘉匯金融廣場(chǎng)為長(zhǎng)嘉匯大景區(qū)的重要組成部分,擬按照西部金融中心的迎賓開(kāi)放門(mén)戶(hù)和面向東盟的金融服務(wù)窗口的目標(biāo)定位進(jìn)行建設(shè),成為涵蓋東盟商務(wù)機(jī)構(gòu)、跨境貿(mào)易結(jié)算、綠色金融、金融科技、企業(yè)總部、高端商業(yè)配套、高端人才公寓、開(kāi)放式金融展廳等功能板塊的金融商務(wù)區(qū),提升長(zhǎng)嘉匯金融中心發(fā)展能級(jí)、助推重慶建設(shè)西部金融中心的新引擎。

In accordance with relevant planning requirements such as "the Fourteenth Five-Year Plan of Nan’an and the 2035 Long-Term Goals ”, Landmark Riverside Financial Plaza is a key component of Grand View Spot of Landmark Riverside. It will be built based on the positioning as a welcome and open gateway of the western financial center and a financial service window for ASEAN and then will be turned into a financial business district of functional sectors including international trade settlement, green finance, financial technology, corporate headquarters, high-end commercial facilities, high-end talent apartments, and open financial exhibition halls. This will contribute to improvement of the development level of Landmark Riverside Financial Center and building of the new engine of western financial center for Chongqing.

?  設(shè)計(jì)范圍及內(nèi)容  Scope and Content

本次征集區(qū)域位于朝天門(mén)大橋東橋頭北側(cè),緊鄰長(zhǎng)江。征集分為總部經(jīng)濟(jì)區(qū)業(yè)態(tài)研究和長(zhǎng)嘉匯金融廣場(chǎng)建筑概念方案設(shè)計(jì)兩個(gè)層面??偛拷?jīng)濟(jì)區(qū)包括:C4-2(能投4號(hào))地塊、C4-4(能投7號(hào))地塊、C5-1(雷士大廈)地塊、C5-2(能源大廈)地塊、C5-4(中訊大廈)等地塊;建筑概念方案設(shè)計(jì)范圍為長(zhǎng)嘉匯金融廣場(chǎng)(重慶市南岸區(qū)彈子石組團(tuán)C標(biāo)準(zhǔn)分區(qū)C3-13地塊)。

The solicitation area is located on the north side of the east bridge head of Chaotianmen Bridge, close to the Yangtze River. The solicitation includes the business research of the Headquarters Economy Zone and Architectural Conceptual Design of Financial Plaza of Landmark Riverside. The the Headquarters Economy Zone has plots as followed: C4-2 (Nengtou No. 4), C4-4 (Nengtou No. 7) , C5-1 (NVC Building) , C5-2 (Energy Building), and C5-4 (Zhongxun Building); the design of the architectural concept plan is for Financial Plaza of Landmark Riverside (including: C3-13 of standard zone of Danzishi Group C, Nan'an District, Chongqing).

(一)總部經(jīng)濟(jì)區(qū)研究范圍

 Research Scope of the Headquarters Economy Zone

落實(shí)上位要求、銜接相關(guān)規(guī)劃,結(jié)合地段城市職能定位,對(duì)總部經(jīng)濟(jì)區(qū)的業(yè)態(tài)、功能進(jìn)行研究。注重長(zhǎng)嘉匯金融廣場(chǎng)的業(yè)態(tài)策劃,明確長(zhǎng)嘉匯金融廣場(chǎng)的具體業(yè)態(tài)及各類(lèi)業(yè)態(tài)所占比重,實(shí)現(xiàn)地塊互聯(lián)互動(dòng),打造有機(jī)、整體、繁榮的高品質(zhì)總部經(jīng)濟(jì)區(qū)。

We will carry out upper-level and linking plannings. Based on city function positioning, we will do research in business types and functions of the headquarters economy zone. We will also pay attention to the business type planning of the Financial Plaza, clarify its specific business types and the proportion of each type for the connectivity of land plots, and for the creation of an integrated high-quality headquarters economy zone.


(二)長(zhǎng)嘉匯金融廣場(chǎng)建筑概念方案設(shè)計(jì)范圍

Design Scope of Architectural Conceptual Designof Financial Plaza of Landmark Riverside

長(zhǎng)嘉匯金融廣場(chǎng)是建設(shè)“長(zhǎng)嘉匯金融中心、國(guó)際化迎賓半島”、打造總部經(jīng)濟(jì)區(qū)的核心地塊之一,基于上述功能定位,考慮現(xiàn)狀地塊周邊主要布局為100米高建筑。為更好的展示總部經(jīng)濟(jì)區(qū)形象,優(yōu)化片區(qū)整體空間形態(tài),征集方案須根據(jù)任務(wù)書(shū)要求開(kāi)展設(shè)計(jì)。長(zhǎng)嘉匯金融廣場(chǎng)地處重慶市兩江四岸核心區(qū)、根據(jù)《兩江四岸核心區(qū)整體提升規(guī)劃方案》要求,需在朝天門(mén)大橋、南濱路、北濱二路等多視點(diǎn)分析建筑形態(tài),設(shè)計(jì)方案應(yīng)與會(huì)客廳地標(biāo)建筑相得益彰,不得影響地標(biāo)建筑形象展示。

Financial Plaza of Landmark Riverside is one of the core plots for building "Financial Center of Landmark Riverside and International Welcome Peninsula" and building a headquarters economic zone. In order to better display the image of the headquarters economy zone and optimize the overall spatial form of the area, The solicaitation plan must be based on Task book. Landmark Riverside  Financial Plaza is located in the core area of the“Two Rivers and Four Banks ”, we find it is necessary to analyze the architectural form from multiple viewpoints such as Chaotianmen Bridge, Nanbin Road, and Beibin Second Road according to the requirements of the "Overall Improvement Plan for the Core Area of Two Rivers and Four Banks" and the design plan should echo with the landmark (urban living room) in harmony building.

根據(jù)前期分析,對(duì)長(zhǎng)嘉匯金融廣場(chǎng)(藍(lán)色范圍線(xiàn)以?xún)?nèi)地塊)進(jìn)行建筑概念方案設(shè)計(jì)。設(shè)計(jì)內(nèi)容包括但不限于:明確重要建筑的方案構(gòu)思、結(jié)構(gòu)選型、平面布置、建筑造型等,以及地塊整體的景觀(guān)設(shè)計(jì)、場(chǎng)地豎向設(shè)計(jì)、交通流線(xiàn)組織、基礎(chǔ)設(shè)施配套等。

According to the previous analysis, we will carry out the Architectural Concept Design of the Financial Center of Landmark Riverside ( blue range line) . The design content includes but is not limited to: plan conception, structure selection, layout, and architectural modeling of important buildings, as well as the overall landscape design of the plot, vertical site design, traffic flow organization, and infrastructure. 


(三)成果要求 Requirements

滿(mǎn)足《重慶市城鄉(xiāng)規(guī)劃條例》(2017年)、《重慶市城市規(guī)劃管理技術(shù)規(guī)定》及建筑設(shè)計(jì)等相關(guān)文件的要求。設(shè)計(jì)單位需提交成果內(nèi)容如下:

We shall meet the requirements of "Chongqing Urban and Rural Planning Regulations" (2017), "Chongqing Urban Planning Management Technical Regulations" and architectural design. The design unit needs to submit the results as follows:

1. 設(shè)計(jì)文本 Design text

策劃應(yīng)滿(mǎn)足設(shè)計(jì)內(nèi)容要求,文本表達(dá)形式不限,建筑概念設(shè)計(jì)方案文本包含設(shè)計(jì)說(shuō)明和圖紙。需提交正本2份,副本25份,規(guī)格為A3(297mm×420mm),軟皮膠裝。

The plan should meet the requirements of the design content without limits in the form of text expression. The text of the architectural concept design plan shall contain design instructions and drawings. It is a need to submit 2 originals and 25 copies both with soft leather packaging, (A3 (297mm×420mm). 

設(shè)計(jì)說(shuō)明包括(但不限于)以下內(nèi)容:

The design description includes (but is not limited to) the following:

?  建筑方案構(gòu)思說(shuō)明; 

Concept of construction plan; 

?  結(jié)構(gòu)選型方案說(shuō)明; 

The structure selection scheme; 

?  景觀(guān)設(shè)計(jì)說(shuō)明;

?  豎向設(shè)計(jì)說(shuō)明; 

Vertical design; 

?  道路交通組織、公共開(kāi)放空間等; 

Road traffic organization and public open space 

?  燈光及夜景設(shè)計(jì)說(shuō)明;

Lighting and night scene design;

?  消防安全系統(tǒng)說(shuō)明; 

The fire safety system;

?  綠色建筑節(jié)能設(shè)計(jì)說(shuō)明; 

Energy-saving design for green buildings;

?  運(yùn)營(yíng)管理策劃建議;

Operation management planning suggestions;

?  技術(shù)經(jīng)濟(jì)指標(biāo); 

Technical and economic indicators;

?  建筑主要功能面積明細(xì)表; 

A detailed list of the main functional area of the building;

?  造價(jià)估算和效益分析。

Cost estimation and benefit analysis.

設(shè)計(jì)說(shuō)明可以文字、圖片、表格等形式呈現(xiàn)。圖紙包括(但不限于)以下內(nèi)容:

The design description can be in the form of words, pictures, and tables. The drawings include (but are not limited to) the following:

?  總平面圖及建筑各層平面圖,立面圖和主要剖面圖; 

The general plan, each floor plan, elevation and main section of the building;

?  效果圖,包括鳥(niǎo)瞰圖、夜景效果圖、室外人視點(diǎn)效果圖、室內(nèi)主要功能廳設(shè)計(jì)效果圖等; 

Effective pictures covering bird's-eye view, night scene, outdoor eye viewpoint, and indoor main function hall design; 

?  設(shè)計(jì)分析圖,包括功能分析、空間分析、交通分析圖、環(huán)境綠化景觀(guān)分析圖、內(nèi)部流線(xiàn)分析圖、消防分析圖等; 

Design analysis diagrams covering function, space, traffic, environmental greening landscape, internal flow line and fire protection;

?  豎向設(shè)計(jì)圖,圖紙比例與總平面圖一致,應(yīng)反映現(xiàn)狀地形; 

Vertical design drawing: the proportion of the drawing shall be consistent with the general plan, and it should reflect the current topography;

?  其他必要的表達(dá)設(shè)計(jì)意圖的分析圖和構(gòu)思說(shuō)明圖紙。

Other necessary analysis drawings and conceptual drawings to express the design intent.

2. 展板  Exhibition board

上述設(shè)計(jì)成果選擇主要內(nèi)容展示,提供A0展板6張,統(tǒng)一采用豎向排版,并應(yīng)用阿拉伯?dāng)?shù)字在圖板的右下角排序編號(hào)。

You shall choose highlights of the above design results for display and use 6 A0 exhibition boards provided.You shall adopt vertical typesetting in a uniform manner and sort the numbers in the lower right corner of the board.

3.  實(shí)體模型  Entity model

建筑概念設(shè)計(jì)方案需制作1:500實(shí)體模型。

You need to make a 1:500 physical model for the conceptual design plan.

4.  匯報(bào)文件  Reporting documents

多媒體演示文件:制作10分鐘以?xún)?nèi)的多媒體自動(dòng)演示文件,包含2分鐘三維動(dòng)畫(huà);該文件作為設(shè)計(jì)方案評(píng)審的介紹和演示材料。

Multimedia presentation file: you shall make a multimedia automatic presentation file within 10 minutes, including 2 minutes of three-dimensional animation; this file is used as an introduction and presentation material for the design plan review .

現(xiàn)場(chǎng)匯報(bào)文件:PPT或PDF格式。

On-site report file: PPT or PDF format.

?  申請(qǐng)人資格 Applicant qualifications

(一)申請(qǐng)人須為獨(dú)立法人,且具備如下條件:
I. The applicant must be an independent legal person and meet the following requirements: 
1、中華人民共和國(guó)境內(nèi)申請(qǐng)人(含聯(lián)合體)須為獨(dú)立法人,且具有建筑行業(yè)(建筑工程)設(shè)計(jì)甲級(jí)及以上資質(zhì)。
1.1Applicants within the territory of the People's Republic of China (including consortia) must be independent legal persons with the grade A and above qualifications of construction industry (construction engineering) design .
2、鼓勵(lì)境外機(jī)構(gòu)報(bào)名參與本次征集活動(dòng),申請(qǐng)人為境外單位的,須在其所在國(guó)家或地區(qū)應(yīng)具有合法營(yíng)業(yè)范圍及相應(yīng)設(shè)計(jì)許可。
1.2 We encourage overseas institutions to sign up for this solicitation. If the applicant is an overseas agency, it must have a legal business scope and corresponding design license in the country or region where it is located.
3、本項(xiàng)目接受聯(lián)合體報(bào)名,聯(lián)合體成員不得超過(guò)3家,且各方不得再單獨(dú)以自己名義,或與另外應(yīng)征機(jī)構(gòu)組成聯(lián)合體報(bào)名。其中一方須具建筑行業(yè)(建筑工程)設(shè)計(jì)甲級(jí)及以上資質(zhì)。
1.3 Consortium registration is available, and the number of Consortium members shall not exceed 3, and each party can no longer sign up in their own name or form a consortium with another applicant organization. One of the parties must have Grade A and above qualifications of the construction industry (construction engineering) design.
4、應(yīng)征機(jī)構(gòu)(含聯(lián)合體)應(yīng)具有與本項(xiàng)目功能、性質(zhì)相類(lèi)似的建筑項(xiàng)目設(shè)計(jì)經(jīng)驗(yàn)(須提供自2010年1月1日起的同類(lèi)項(xiàng)目設(shè)計(jì)業(yè)績(jī))。
1.4 Applicants (including consortiums) should have architectural project design experience similar to this project in nature and function (you must provide similar project design performances from January 1, 2010).
5、本次征集活動(dòng)不接受個(gè)人或個(gè)人組合的報(bào)名。
1.5. This solicitation does not accept applications from individuals or combinations of individuals.
(二)設(shè)計(jì)團(tuán)隊(duì)要求 
II.  Design team requirements 
1、應(yīng)征機(jī)構(gòu)(含聯(lián)合體)應(yīng)明確主創(chuàng)設(shè)計(jì)師及團(tuán)隊(duì)人員名單,主創(chuàng)設(shè)計(jì)師的同類(lèi)項(xiàng)目業(yè)績(jī)將作為重要評(píng)審依據(jù)。
2.1 Applicants (including consortiums) shall clarify the list of the chief designer and team members, and the performances of similar projects of the chief designer will be regarded as an important basis for evaluation. 
2、參與本次活動(dòng)的設(shè)計(jì)人員應(yīng)為設(shè)計(jì)機(jī)構(gòu)的在冊(cè)人員,主創(chuàng)設(shè)計(jì)師由主持過(guò)同類(lèi)型項(xiàng)目的設(shè)計(jì)師擔(dān)任,且主創(chuàng)設(shè)計(jì)師及團(tuán)隊(duì)成員須全過(guò)程參與本項(xiàng)目(項(xiàng)目啟動(dòng)會(huì)、現(xiàn)場(chǎng)踏勘、方案設(shè)計(jì)最終方案匯報(bào))。自啟動(dòng)會(huì)后,主創(chuàng)設(shè)計(jì)師和主創(chuàng)團(tuán)隊(duì)須駐場(chǎng)工作5天。設(shè)計(jì)團(tuán)隊(duì)需要充分進(jìn)行現(xiàn)場(chǎng)調(diào)研工作,了解基地現(xiàn)場(chǎng)情況,同時(shí)對(duì)任務(wù)書(shū)提出的總體工作原則進(jìn)行深刻領(lǐng)悟與貫徹落實(shí)。
2.2 The designers participating in this projects shall be registered staff of the design agency. The chief creative designer shall preside over the same type of project before. The chief creative designer and the rest of team members must participate in the whole process of the project (kick-off meeting, on-site survey, plan design and final plan report). After the kick-off meeting, the main creative designer and the rest of team members must stay on site for 5 days. The design team needs to fully conduct on-site investigations, understand the site conditions of the base, and at the same time deeply understand and implement the overall working principles proposed in the task document. 
3、團(tuán)隊(duì)?wèi)?yīng)包含策劃、規(guī)劃、建筑、景觀(guān)、交通等專(zhuān)業(yè)人員。建筑團(tuán)隊(duì)需包含但不限于結(jié)構(gòu)、暖通、給排水、機(jī)電、造價(jià)、人防等專(zhuān)業(yè)。為保證項(xiàng)目團(tuán)隊(duì)人員對(duì)中國(guó)地區(qū)背景和相關(guān)要求的準(zhǔn)確理解,境外應(yīng)征機(jī)構(gòu)的專(zhuān)業(yè)技術(shù)人員團(tuán)隊(duì)中應(yīng)至少有一名通曉漢語(yǔ)人士。
2.3 The team should include professionals in planning, architecture, landscape, and transportation. The construction team members must come from, but not limited to, structure, HVAC, water supply and drainage, electromechanical, cost, and civil air defense. In order to ensure that the project team members have an accurate understanding of the Chinese background and related requirements, there should be at least one member with proficient Chinese in the professional and technical personnel team of the overseas applicant institution. 
4、在設(shè)計(jì)過(guò)程中若主創(chuàng)設(shè)計(jì)師與資格預(yù)審材料所提交的信息不符或未經(jīng)主辦單位認(rèn)可擅自更換主創(chuàng)設(shè)計(jì)師的,則視為無(wú)效申請(qǐng)。
2.4 If information of the main creative designer does not match the those submitted in the prequalification materials or if the main creative designer is changed without the approval of the organizer, the application will be deemed invalid.
(三)具有如下條件的應(yīng)征機(jī)構(gòu)將優(yōu)先考慮
III.Applicants with the following conditions will be given priority
1、應(yīng)征機(jī)構(gòu)為聯(lián)合體且聯(lián)合體成員來(lái)自不同的國(guó)家或地區(qū);
3.1 The applicant institution is a consortium and the consortium members come from different countries or regions;
2、主創(chuàng)設(shè)計(jì)師具有豐富的建筑設(shè)計(jì)經(jīng)驗(yàn);
3.2 The chief designer has rich architectural design experience;
3、主創(chuàng)設(shè)計(jì)師具有國(guó)際知名度的高層(超高層)建筑概念方案設(shè)計(jì)經(jīng)驗(yàn)。
3.3 The chief designer has internationally renowned high-rise (super high-rise) building conceptual design experience.
(四)其他要求
IV. Others
本次方案征集接受境外應(yīng)征機(jī)構(gòu)報(bào)名。受新冠肺炎疫情影響,境外人員應(yīng)遵守中華人民共和國(guó)及重慶市有關(guān)新冠防疫管理規(guī)定。
This solicitation accepts overseas applications. Affected by the Covid-19 pandemic, overseas personnel shall abide by the relevant regulations of prevention and control of Covid-19 of Chongqing Municipality and the People's Republic of China.

?  資格預(yù)審成果要求 Requirements for pre-qualification results

遞交資格預(yù)審報(bào)名文件截止時(shí)間為2021年10月26日17時(shí)00分,地點(diǎn)為重慶鼎石建筑規(guī)劃設(shè)計(jì)有限公司(重慶市渝北區(qū)星光五路3號(hào)中興綜合樓一期)。采用郵寄方式遞交資格預(yù)審報(bào)名文件的接收截止時(shí)間為2021年10月26日17時(shí)00分(以郵件到達(dá)時(shí)間為準(zhǔn))。申請(qǐng)人須將填寫(xiě)后的報(bào)名表、應(yīng)征資料蓋章掃描后,按附件提交要求(相關(guān)信息按報(bào)名提交材料模板) Email至組織單位郵箱(824406433@qq.com、304378484@qq.com)。本次征集不接受網(wǎng)上郵件報(bào)名,逾期送達(dá)或者未送達(dá)指定地點(diǎn)的資格預(yù)審報(bào)名文件,征集人將不予受理。

The deadline for submission of prequalification registration document is at 17:00 on October 22, 2021, at Chongqing Dingshi Architectural Planning and Design Co., Ltd. (Phase 1 of Zhongxing Complex, No. 3 Xingguangwu Road, Yubei District, Chongqing). The deadline by mail is 17:00 on October 22, 2021 (subject to the arrival time of the mail). Applicants must scan the completed registration form and application materials, and submit them by email according to the appendix requirements (relevant information should be submitted according to the registration submission material template). (email address: 824406433@qq.com; 304378484@qq.com) Online mail registration is not accepted for this solicitation, and we will not accept pre-qualification registration documents that are delivered overdue or not delivered to the designated location.


?  征集說(shuō)明 Instructions

(一)本次征集活動(dòng)分為兩個(gè)階段:第一階段為資格預(yù)審,時(shí)長(zhǎng)約20天;第二階段為建筑方案設(shè)計(jì)及評(píng)審,時(shí)長(zhǎng)約50天。

6.1 This solicitation is divided into two stages: pre-qualification, (about 20 days)and architectural plan design and review (about 50 days). 

(二)資格預(yù)審階段將由評(píng)審委員會(huì)對(duì)報(bào)名材料進(jìn)行資格預(yù)審,從中遴選出5個(gè)申請(qǐng)人(含聯(lián)合體)入圍。

6.2 At the pre-qualification stage, the review committee will pre-qualify the application materials and then select 5 applicants (including consortium) as finalists.

(三)本次征集設(shè)置1個(gè)一等獎(jiǎng)和4個(gè)優(yōu)秀獎(jiǎng),入圍設(shè)計(jì)單位(聯(lián)合體)提交的設(shè)計(jì)成果應(yīng)滿(mǎn)足設(shè)計(jì)任務(wù)書(shū)要求。經(jīng)專(zhuān)家評(píng)審委員會(huì)確定為有效成果后(無(wú)效成果將不予評(píng)獎(jiǎng)及發(fā)放獎(jiǎng)金)從中選出三家一等獎(jiǎng)候選單位,并由主辦方擇期綜合評(píng)審確定一家設(shè)計(jì)單位(含聯(lián)合體)為一等獎(jiǎng),未獲得一等獎(jiǎng)的其余四家入圍設(shè)計(jì)單位(聯(lián)合體)為優(yōu)秀獎(jiǎng)。一等獎(jiǎng)獎(jiǎng)金及深化整合費(fèi)用380萬(wàn)元(含稅),獲得一等獎(jiǎng)的設(shè)計(jì)機(jī)構(gòu)須對(duì)其他四家方案優(yōu)點(diǎn)和評(píng)審意見(jiàn)進(jìn)行優(yōu)化整合(整合深度與征集任務(wù)書(shū)要求相同)直至主辦單位評(píng)審?fù)ㄟ^(guò)為止,一等獎(jiǎng)設(shè)計(jì)機(jī)構(gòu)優(yōu)先獲得建筑方案設(shè)計(jì)合同,對(duì)建筑概念方案設(shè)計(jì)進(jìn)行深化,完成建筑方案設(shè)計(jì)直至取得重慶市規(guī)劃和自然資源局批復(fù),合同金額580萬(wàn)元(含稅);4名優(yōu)秀獎(jiǎng)獎(jiǎng)金各80萬(wàn)元(含稅)。

6.3 We set 1 first prize and 4 excellence awards,and the design results submitted by the shortlisted design units (consortium) should meet the requirements of the design document. After the expert review committee determines that it is a valid result (invalid results will not be awarded and bonuses will not be awarded), three units will be selected as candidates for the first prize winner before the organizer carry out a comprehensive review to determine a design unit (including consortium) as the winner. And the remaining four shortlisted design units (consortium) are given excellence awards. The first prize bonus and the deep integration cost is 3.8 million yuan (tax included) and the design agency that wins the first prize must optimize and integrate the advantages and review opinions of the other four units (the integration depth is the same as the solicitation document) until it is passed by reviews of the organizers. The first prize winner will be given priority to the architectural plan design contract, to deepen the architectural conceptual plan design, and complete the architectural plan design until attaining the approval of the Chongqing Municipal Planning and Natural Resources Bureau. The contract amount is 5.8 million yuan (tax included); each of the four 4 excellence award winners can be awarded 800,000 yuan each (tax included).

(四)方案征集過(guò)程中發(fā)生的一切費(fèi)用及因設(shè)計(jì)補(bǔ)償費(fèi)而發(fā)生的有關(guān)稅費(fèi),由各申請(qǐng)人自行負(fù)責(zé)。

6.4 Each applicant shall be responsible for all expenses incurred in the process of soliciting and for related taxes due to design compensation fees. 

(五)本次方案征集要求由報(bào)名時(shí)明確的主創(chuàng)設(shè)計(jì)師進(jìn)行方案匯報(bào),一旦報(bào)名成功,則視為接受本條款說(shuō)明。

6.5 The solicitation requires that the main creative designer at  registration shall give report. Once the registration is successful, it will be deemed to accept the description of this clause.

(六)申請(qǐng)人(含聯(lián)合體)需保證所有報(bào)名材料真實(shí)、合法和有效,并承擔(dān)相關(guān)法律責(zé)任。

6.6 Applicants (including consortium) must ensure that all application materials are true, legal and valid, and bear relevant legal responsibilities.
