Announcement on International Solicitation of the Water Culture Museum Exhibition Plan of the Jiudaoyan River Basin Water Ecology Integrated Management Demonstration Section Project

    九道堰河流域水文化展館是沱江流域成都段九道堰流域綜合治理項目重要組成部分。展館將著重通過先進展館展陳表現(xiàn)形式，充分融合水安全、水文化、水生態(tài)、水環(huán)境多元價值，集中展現(xiàn)成都市踐行“綠水青山就是金山銀山”理念，探索通過“大流域統(tǒng)籌規(guī)劃、小流域單元治理、全流域智慧管理”的流域治理全新思路，推進沱江流域成都段水生態(tài)綜合治理。以展示成都市以水為脈，創(chuàng)新嘗試建設(shè)“人、城、境、業(yè)”高度和諧統(tǒng)一的無邊界“公園城市”典范，深入挖掘成都水文化，加快形成“宜居水岸、活水成都”的水生態(tài)格局，展現(xiàn)成都“百水潤城、水清岸綠”的水生態(tài)畫卷，為市民提供更為完善的科普文化、生態(tài)體驗活動場所，提升市民生態(tài)環(huán)保意識，引導(dǎo)認識水安全、水文化、水生態(tài)、水環(huán)境對城市發(fā)展起到的重要作用，展示生態(tài)價值向經(jīng)濟、社會、文化價值轉(zhuǎn)化的階段成效，通過構(gòu)建多元場景和特色文化載體，打造公園城市會客廳，增強成都“美麗宜居公園城市”的國際識別度、美譽度。

    The Water Culture Museum of Jiudaoyan River Basin constitutes an important part of the Jiudaoyan River Basin Integrated Management Project carried out in the Tuojiang River Basin in Chengdu. Advanced exhibition forms will be adopted to give full play to the multiple values of water safety, water culture, water ecology, and water environment, which will demonstrate Chengdu's implementation of the concept of "Lucid waters and lush mountains are invaluable assets." The new ideas of river basin management marked by "overall planning for major river basins, unit management for small river basins and smart management for the whole river basin," will be explored, with an aim to promote the integrated management of water ecology in the Tuojiang River Basin in Chengdu. Efforts will be made to show that Chengdu takes water as its pulse and that it's going towards the model for a boundless "park city" featured by harmony and unity of people, city, environment and industry. It will explore the in-depth connotation of Chengdu's water culture, accelerate the formation of the aquatic ecological pattern of "livable waterfront, dynamic Chengdu" and unfold a picture scroll of Chengdu as a waterside city with "abundant rivers, lucid water and green plants". It will provide citizens with a space with better infrastructure to enjoy popular science culture and ecological experience. It is expected to raise citizens' awareness of ecological environmental protection, and guide them to know the importance of water safety, water culture, water ecology, and water environment for urban development. It will show the stage effect brought about by the transformation of ecological value into economic, social and cultural values. Diverse scenes and characteristic cultural carriers will be established to welcome friends worldwide, making Chengdu "a beautiful livable park city" better known in the world.

    為推動水文化展館項目，經(jīng)行業(yè)主管部門同意，現(xiàn)面向國際展陳設(shè)計機構(gòu)，開展水文化展館的展陳方案國際征集。

    In order to promote the water culture museum project, we now are soliciting water culture museum demonstration projects from international exhibition design agencies, with prior approval by the relevant authorities.

    一、征集概況

    I. Overview

    征集單位：成都市沱江流域投資發(fā)展集團有限公司

    Owner: Chengdu Tuojiang River Basin Investment and Development Group Co., Ltd.

    項目名稱：九道堰河流域水生態(tài)綜合治理示范段工程水文化館展陳方案國際征集  

    Project Name: International Solicitation of the Water Culture Museum Exhibition Plan of the Jiudaoyan River Basin Water Ecology Integrated Management Demonstration Section Project

    征集范圍：項目展陳內(nèi)容分為展館內(nèi)和展館外兩部分。展館內(nèi)范圍為2670㎡水文化展館展廳；展館外范圍為18km開放式河道。   

    Scope: Exhibition plan covering both inside and outside the museum is required, including a water culture exhibition hall covering 2,670 ㎡ and open channel outside the exhibition hall of 18 km.  

    征集方式：公開征集。

    Method: Public solicitation.

    二、報名條件

    II. Qualifications

    應(yīng)征機構(gòu)須具備如下條件：

    Applicant agencies shall meet the following requirements:

    （一）資格要求：1.獨立應(yīng)征機構(gòu)：須為中華人民共和國境內(nèi)的獨立法人、須具有有效營業(yè)執(zhí)照，并具有住建部頒發(fā)的建筑裝飾工程設(shè)計專項甲級及以上資質(zhì)或中國博物館協(xié)會頒發(fā)的博物館陳列展覽設(shè)計甲級及以上資質(zhì)或中國展覽館協(xié)會頒發(fā)的展覽陳列工程設(shè)計與施工一體化一級及以上資質(zhì)。

    (i) Qualification requirement: 1. Independent applicant agency: should be an independent legal entity registered within the territory of the People's Republic of China with a valid business license, and should have a grade A or higher-level qualification for architectural decoration engineering design issued by the Ministry of Housing and Urban-Rural Development, a grade A or higher-level qualification for museum exhibition design issued by the Chinese Museums Association, or a first-class or higher-level qualification for the integration of design and construction of exhibition and display engineering issued by China Association for Exhibition Centers.

    2、本次征集活動接受聯(lián)合體參與，組成聯(lián)合體的成員不得超過2個，聯(lián)合體需簽署“聯(lián)合體協(xié)議書”（詳見附件3）。聯(lián)合體應(yīng)征機構(gòu)須滿足以下要求：

    2. The Solicitation allows for participation by the joint applicant agency with no more than 2 members. The joint applicant agency shall sign the Joint Applicant Agreement (detailed in Attachment 3) and meet the following requirements:

    （1）聯(lián)合體牽頭人須為中華人民共和國境內(nèi)的獨立法人、具有有效營業(yè)執(zhí)照。

     (1) Leader of the joint applicant agency should be an independent legal entity registered within the territory of the People's Republic of China with a valid business license.

    （2）聯(lián)合體成員之一具有住建部頒發(fā)的建筑裝飾工程設(shè)計專項甲級及以上資質(zhì)或中國博物館協(xié)會頒發(fā)的博物館陳列展覽設(shè)計甲級及以上資質(zhì)或中國展覽館協(xié)會頒發(fā)的展覽陳列工程設(shè)計與施工一體化一級及以上資質(zhì)。

    (2) Either of the members should have a grade A or higher-level qualification for architectural decoration engineering design issued by the Ministry of Housing and Urban-Rural Development, a grade A or higher-level qualification for museum exhibition design issued by the Chinese Museums Association, or a first-class or higher-level qualification for the integration of design and construction of exhibition and display engineering issued by China Association for Exhibition Centers.

    （3）聯(lián)合體成員：①境內(nèi)應(yīng)征機構(gòu)：須具有有效營業(yè)執(zhí)照或事業(yè)單位法人證明或其他有效證明，②境外應(yīng)征機構(gòu)：須具有其所在國家或地區(qū)合法營業(yè)及設(shè)計（或咨詢）許可。

    (3) Members of the joint applicant agency: ① Domestic applicant agency: should have valid business license or legal person certificate of institution or other valid certificates; ② Overseas applicant agency: should have legal business and design (or consulting) license in the country or region where it is located.

    （二）業(yè)績要求：近五年來（2015年1月1日至今）至少已完成一個類似項目的方案設(shè)計（或概念方案設(shè)計）業(yè)績（類似項目是指：展陳面積在1000平方米及以上的綜合性或歷史/文化/藝術(shù)/科教類博物館或陳列館展陳方案或概念方案設(shè)計項目）。業(yè)績證明文件：中標（中選）通知書或合同協(xié)議書。如中標（中選）通知書或合同協(xié)議書無法體現(xiàn)項目情況的，須提供由招標（比選）人出具的加蓋鮮章的業(yè)績證明材料。若應(yīng)征單位為聯(lián)合體，類似業(yè)績可由聯(lián)合體任意一方提供。

    (ii) Performance requirements: should have completed at least one similar project design (or conceptual design) performance (similar projects refer to exhibition plan or conceptual plan design project for a comprehensive or historical/cultural/art/science and education museum or exhibition hall with an exhibition area of over 1,000 square meters) in the past five years (January 1, 2015 to present). Performance certification: notice of bid (selection) winning or the contract agreement. If the notice of (selection) winning or the contract agreement cannot reflect the situation of the project, it is necessary to provide the performance certification with the original seal issued by the tenderee (owner). Similar performance documents should be provided by either of its member for joint applicant agency.

    （三）信譽要求：被“列入失信被執(zhí)行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單”的機構(gòu)，征集單位有權(quán)拒絕其參加本次征集活動。若應(yīng)征單位為聯(lián)合體，由聯(lián)合體牽頭人提供信譽證明資料。

    (iii) Credit requirements: For the agencies which have been "on the list of dishonest persons subject to enforcement, major tax violation cases, and/or serious violations and dishonesty in government procurement", the owner has the right to refuse their participation in the solicitation. Credit certificates should be provided by its leader for joint applicant agency.

    三、報名要求

    （一）報名方式

    (i) Registration

    ①現(xiàn)場報名：2020年7月1日-2020年7月20日（工作日），9:00～12:00 ，13:30～17:00 ，在成都市高新區(qū)交子大道233號中海國際中心C座1棟2單元6樓報名。

    ①On-site registration: July 1, 2020 to July 20, 2020 (working day), 9:00-12:00, 13:30-17:00. Registration on the 6/F, Unit 2, Building 1, Block C, China Overseas International Center, No. 233, Jiaozi Avenue, Chengdu Hi-Tech Industrial Development Zone.

    ②電子報名：2020年7月1日-2020年7月20日17:00通過電子郵箱報名，電子郵箱：tjlygsfw@163.com（以電子郵件到達時間為準），“相關(guān)附件”通過征集單位聯(lián)系人進行獲取。

    ② Online registration: Registration by e-mail to tjlygsfw@163.com (subject to the time of arrival) from July 1, 2020 to 17:00 of July 20, 2020. "Relevant attachments" can be obtained from the contact person of the owner.

    （二）報名材料

    (ii) Application Materials

    1.執(zhí)照與證書

    1. License and Certificate

    獨立應(yīng)征機構(gòu)：有效營業(yè)執(zhí)照、資質(zhì)證書。

    Independent applicant agency: valid business license, qualification certificates。

    聯(lián)合體機構(gòu)：（1）聯(lián)合體牽頭人提供有效營業(yè)執(zhí)照。

    Joint applicant agency: (1) Leader of the joint applicant agency should provide the valid business license.

    （2）聯(lián)合體成員之一提供住建部頒發(fā)的建筑裝飾工程設(shè)計專項甲級及以上資質(zhì)或中國博物館協(xié)會頒發(fā)的博物館陳列展覽設(shè)計甲級及以上資質(zhì)或中國展覽館協(xié)會頒發(fā)的展覽陳列工程設(shè)計與施工一體化一級及以上資質(zhì)。

    (2) Either of the members should provide a grade A or higher-level qualification for architectural decoration engineering design issued by the Ministry of Housing and Urban-Rural Development, a grade A or higher-level qualification for museum exhibition design issued by the Chinese Museums Association, or a first-class or higher-level qualification for the integration of design and construction of exhibition and display engineering issued by China Association for Exhibition Centers.

    （3）聯(lián)合體成員：①境內(nèi)應(yīng)征機構(gòu)：提供有效營業(yè)執(zhí)照或事業(yè)單位法人證明或其他有效證明，②境外應(yīng)征機構(gòu)：提供其所在國家或地區(qū)合法營業(yè)及設(shè)計（或咨詢）許可。

    (3) Members of the joint applicant agency: ① Domestic applicant agency: should provide valid business license or legal person certificate of institution or other valid certificates; ② Overseas applicant agency: should provide legal business and design (or consulting) license in the country or region where it is located.

    2. 業(yè)績證明：近五年來（2015年1月1日至今）的類似項目中標（選）通知書或合同（復(fù)印件加蓋公章）；如中標（中選）通知書或合同協(xié)議書無法體現(xiàn)項目情況的，須提供由招標（比選）人出具的加蓋鮮章的業(yè)績證明材料。若應(yīng)征單位為聯(lián)合體，類似業(yè)績可由聯(lián)合體任意一方提供。

    2. Performance certificate: notice of bid (selection) winning or contract (copy with official seal) for similar projects in the past five years (January 1, 2015 to present); if the notice of bid (selection) winning or the contract agreement cannot reflect the situation of the project, it is necessary to provide the performance certification with the original seal issued by the tenderee (owner). Similar performance documents should be provided by either of its member for joint applicant agency.

    3、信譽要求：未被“列入失信被執(zhí)行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單”，若應(yīng)征單位為聯(lián)合體，由聯(lián)合體牽頭人提供信譽證明資料。提供加蓋鮮章承諾書（格式自擬）。

    3. Credit requirements: have not been included "on the list of dishonest persons subject to enforcement, major tax violation cases, and/or serious violations and dishonesty in government procurement" and should provide the letter of commitment with the original seal. Credit certificates should be provided by its leader for joint applicant agency.

    4.法人代表委托書（原件）及被授權(quán)代表身份證；

    4. Power of Attorney of Legal Representative (original) and ID card of the authorized representative;

    5.應(yīng)征機構(gòu)報名登記表（詳見附件2）；

    5. Registration Form for Applicant Agencies (see Attachment 2 for details);

    6.應(yīng)征機構(gòu)法律聲明（詳見附件4）。

    6. Legal Statement of Applicant Agencies (see Attachment 4 for details).

    注：1、采用電子報名方式的，上述報名材料提供加蓋鮮章的掃描件。

    Note: (i) For those adopt online registration, scanned copies affixed with original seals of the above documents affixed should be provided.

    2、以上資料都需聯(lián)合體牽頭單位及成員單位蓋鮮章（國外機構(gòu)可采用簽字）

    (ii) The above documents shall be affixed with the original seals by the leader and members of the joint applicant agencies (signature is also applicable to foreign agencies)

    四、征集規(guī)則

    IV. Rules

    本征集工作分為三個階段進行：第一階段為公開報名及審核階段；第二階段為方案設(shè)計及入圍階段；第三階段為方案優(yōu)化及評獎階段。具體征集規(guī)則詳“附件1”相關(guān)內(nèi)容。

    This solicitation contains three stages. First, application and review; second, plan design and selection; third, plan optimization and awarding decision. Please refer to Attachment 1 for details of the solicitation rules.  

    五、獎項設(shè)置

    V. Awards

    根據(jù)征集單位的要求，進入“方案優(yōu)化及評獎階段”的機構(gòu)對方案進行優(yōu)化，征集單位組織評審，從中評選出相應(yīng)獎次。本次競賽總獎金額為180萬元，具體設(shè)置如下：

    According to the requirements of the owner, agencies that enter the "plan optimization and awarding decision stage" should optimize their plans which will be reviewed and selected for awarding. The award amount totals RMB 1.8 million, which is set as follows:

    優(yōu)勝獎（1名）：獎金100萬元人民幣（含稅）；

    1 Outstanding Award: RMB 1 million (tax included);

    優(yōu)秀獎（2名）：獎金各25萬元人民幣（含稅）；

    2 Excellence Awards: RMB 250,000 (tax included) for each;

    入圍獎（3名）：獎金各10萬元人民幣（含稅）。

    3 Shortlist Entry Awards: RMB 100,000 (tax included) for each.

    優(yōu)勝獎的應(yīng)征機構(gòu)獎金分兩個階段支付。其中，方案征集結(jié)果公布并簽訂后期咨詢服務(wù)合同后，支付50萬元（含稅）；剩余50萬元（含稅）在完成后期咨詢服務(wù)合同內(nèi)容后，作為咨詢服務(wù)費用支付。

    The reward for Outstanding Award will be paid in two stages. After the results of the plan solicitation are announced and the follow-up consultation service contract is signed, RMB 500,000 (tax included) will be paid; the remaining RMB 500,000 (tax included) will be paid as the consulting service fee after the follow-up consulting service is completely provided.

    其他應(yīng)征機構(gòu)獎金在方案征集結(jié)果公布和所有設(shè)計成果提交并提供合規(guī)發(fā)票后一次性支付。所有獎金均以人民幣支付。

    Rewards for other winning applicant agencies will be paid in one lump sum after the results of the plan solicitation are announced; the design works are submitted; and appropriate invoices are provided. All prizes will be paid in RMB.  

    注：評審委員會可根據(jù)方案優(yōu)化及評獎階段的評審情況有保留優(yōu)勝獎、優(yōu)秀獎空缺（調(diào)整為入圍獎）的權(quán)利。

    Note: The review committee may reserve the right to vacate the outstanding and excellent awards (adjusted into the shortlist entry awards) according to the review situation at the plan optimization and awarding decision stage.

    六、其他條款

    VI. Other Terms

    （一）凡入圍“方案優(yōu)化及評獎階段”機構(gòu)的參賽作品，除作者署名權(quán)以外，其全部知識產(chǎn)權(quán)歸征集單位所有，征集單位有權(quán)將其成果運用于本項目，應(yīng)征機構(gòu)不得提出異議。所有應(yīng)征機構(gòu)在本次征集活動中遞交的所有成果均不退回。

    (1) Regarding the works of the agencies that enter the "plan optimization and awarding decision stage", except the right of authorship, all other intellectual property rights are owned by the owner. The owner will have the right to apply the works to this project, for which applicant agencies should not raise objections. All works submitted by the applicant agencies in this solicitation will not be returned.  

    （二）本次征集活動中的所有文件及往來信函均應(yīng)使用中文或中、英文書寫。在中、英文兩種語言的意思表達不一致時應(yīng)以中文為準。

    (2) All documents and correspondences sent and received during this solicitation should be written in Chinese or both Chinese and English. In case of any inconsistency in meaning, the Chinese one shall prevail.  

    （三）應(yīng)征機構(gòu)所獲的獎金或設(shè)計費的稅金（含中國境內(nèi)、外應(yīng)繳納的各項稅費）和在報名與提交設(shè)計成果過程中發(fā)生的一切費用自理。

    (3) The winning applicant agencies themselves will bear the taxes for awards or design fees (including various taxes and fees payable in China and abroad) and all expenses incurred during the application and submission of design results.

    （四）參加本次活動的應(yīng)征機構(gòu)應(yīng)根據(jù)征集單位要求簽署“應(yīng)征機構(gòu)法律聲明”。

    (4) Applicant agencies participating in the solicitation shall sign the Legal Statement of Applicant Agency according to the requirements of the owner.

    （五）獲得優(yōu)勝獎的應(yīng)征機構(gòu)須根據(jù)征集單位的要求進行一輪方案優(yōu)化提升和后期咨詢服務(wù)。具體要求由征集與獲獎應(yīng)征機構(gòu)另行商議。

    (5) The applicant agency winning the Outstanding Award should carry out a new round of plan optimization and follow-up consultation service according to the requirements of the owner. The specific requirements will be discussed separately by the owner and the winning applicant.

    （六）參加本次活動的應(yīng)征機構(gòu)均被視為承認本公告的所有條款，征集單位擁有對本公告的解釋權(quán)。

    (6) Applicant agencies participating in the solicitation are deemed to acknowledge all the terms of this announcement, for which the owner has the right of interpretation.

    （七）本次征集活動本身及與本次活動相關(guān)的文件所適用的法律和法規(guī)僅為中華人民共和國的法律和法規(guī)。

    (7) The solicitation and documents involved are subject to the laws and regulations of the People's Republic of China only.
