成都高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)管理委員會作為主辦單位，中新（成都）創(chuàng)新科技園開發(fā)有限公司作為承辦單位，現(xiàn)舉辦“成都5G智慧城先導(dǎo)區(qū)深度城市設(shè)計(jì)方案國際征集”活動，擬面向全球公開邀請具有相關(guān)設(shè)計(jì)經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)前來申請應(yīng)征，提交資格預(yù)審申請文件。通過資格預(yù)審選取5名應(yīng)征人參加征集活動，并提交應(yīng)征設(shè)計(jì)方案。

Chengdu Hi-Tech Industrial Development Zone Administration Committee (as the Sponsor) and  Sino-Singapore (Chengdu) Innovation Park Development Co., Ltd. (as the Organizer) are now jointly soliciting Proposals for In-depth Urban Design of Pilot Zone of Chengdu 5G Smart City. We publicly invite design agencies worldwide with related design experience to participate and submit the Prequalification Application Documents. The Sponsor will select five final applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.

1. 項(xiàng)目概況

1. Project Brief

項(xiàng)目名稱：成都5G智慧城先導(dǎo)區(qū)深度城市設(shè)計(jì)方案國際征集

Project Name: International Solicitation of Proposals for In-depth Urban Design of Pilot Zone of Chengdu 5G Smart City

項(xiàng)目位置：成都5G智慧城先導(dǎo)區(qū)選址新川之心公園北側(cè)，沿新川大道交錦和路十字軸區(qū)域，屬于新川創(chuàng)新科技園的核心區(qū)域。

Project Location：The Pilot Zone of Chengdu 5G Smart City is located on the north side of Xinchuan Heartbeat Central Park, along the Cross Axis Area of Jinhe Road and Xinchuan Avenue. It is the core area of Singapore-Sichuan Hi-Tech Innovation Park.

項(xiàng)目規(guī)模：項(xiàng)目總凈用地面積約為348081.2平方米（約522畝），共33個(gè)地塊（含集中綠地一處、已出讓土地一宗）；規(guī)劃用地性質(zhì)主要包括商業(yè)用地（B）、其他商務(wù)用地（科研辦公B29）、住宅用地（R21）等?？偨ㄖ?guī)模預(yù)計(jì)約169萬平方米，其中地上約121萬平方米，地下約48萬平方米。研究范圍擴(kuò)大至新川創(chuàng)新科技園。

Size of Project：The total net land area of the project is approximately 34,8081.2 square meters (about 522 mu), covering a total of 33 plots (including one centralized green space and one sold land); the planned land mainly includes commercial land (B), other land for business (Research Office B29), residential land (R21), etc. The total building size is estimated to be approximately 1.69 million square meters, including about 1.12 million square meters above ground and about 480,000 square meters underground. The research scope is extended to Singapore-Sichuan Hi-Tech Innovation Park.

設(shè)計(jì)任務(wù)：包含成都5G智慧城先導(dǎo)區(qū)總體城市設(shè)計(jì)方案及策劃方案、各地塊詳細(xì)城市設(shè)計(jì)、園區(qū)規(guī)劃建設(shè)實(shí)施導(dǎo)則及后續(xù)咨詢服務(wù)。

Design Specifications: including the overall urban design and planning proposals of the Pilot Zone of Chengdu 5G Smart City, detailed urban design of each plot, implementation guidelines for the planning and construction of the Park, and follow-up consulting services.

第一階段：總體城市設(shè)計(jì)及策劃方案（不需提交實(shí)體模型，但需提供利于宣傳展示的多媒體成果、效果圖和三維模型原始可編制數(shù)據(jù)）（5個(gè)應(yīng)征人）

First stage: the overall urban design and planning proposals (It is not necessary to submit a physical model, but it is necessary to provide the original compilable data of multimedia deliverables, renderings and 3D models for publicity and display) (five Participants)

第二階段：總體城市設(shè)計(jì)深化和示范區(qū)詳細(xì)城市設(shè)計(jì)（含示范區(qū)建筑方案導(dǎo)引，需提供實(shí)體模型、效果圖、三維模型原始可編制數(shù)據(jù)和利于宣傳展示的多媒體成果，其設(shè)計(jì)成果經(jīng)專家評審及主辦單位/承辦單位審議后，確定中選設(shè)計(jì)機(jī)構(gòu)）（2個(gè)獲優(yōu)勝獎的應(yīng)征人）

Second stage: Deepening the overall urban design and detailed urban design of demonstration areas (including the architectural proposal guidance of demonstration areas. 征集設(shè)計(jì)周期：第一階段征集設(shè)計(jì)周期約70天。2020年4月28日發(fā)出成都5G智慧城先導(dǎo)區(qū)深度城市設(shè)計(jì)方案國際征集的征集文件，2020年5月8日進(jìn)行項(xiàng)目情況介紹會和現(xiàn)場踏勘；2020年7月8日應(yīng)征人遞交應(yīng)征文件（征集截止時(shí)間）。第二階段征集階段設(shè)計(jì)周期約50天。

Period of solicitation and design: The period of design at the first stage of solicitation is around 70 days. On April 28, 2020, the solicitation documents for the International Solicitation of Proposals for In-depth Urban Design of Pilot Zone of Chengdu 5G Smart City will be issued; on May 8, 2020, a project briefing and field survey will be conducted; on July 8, 2020, Participants will submit the application documents (deadline for solicitation). The period of design at the second stage of solicitation is around 50 days.

征集后續(xù)工作：各分區(qū)詳細(xì)城市設(shè)計(jì)（含所有地塊建筑方案導(dǎo)引）及園區(qū)規(guī)劃建設(shè)實(shí)施導(dǎo)則和后續(xù)3年的咨詢服務(wù)（中選應(yīng)征人）。

Follow-up work of solicitation: Detailed urban design of each area (including architectural proposal guidance of all the plots), implementation guidelines for the planning and construction of the Park, and consulting service for the upcoming three years (the selected Participant).

4.應(yīng)征人資格要求

4. Eligibility and Qualifications of Participants

4.1應(yīng)征申請人（以下簡稱“申請人”）應(yīng)為合法注冊的法人實(shí)體或由合法注冊的法人實(shí)體組成的項(xiàng)目聯(lián)合體；

4.1 The participating applicant (hereinafter referred to as the “Applicant”) shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws;

4.2 申請人應(yīng)具有承擔(dān)本城市設(shè)計(jì)項(xiàng)目的相關(guān)資格及能力；

4.2 The Applicant shall have the relevant qualifications and abilities to undertake the urban design project;

4.2.1 中華人民共和國境內(nèi)的應(yīng)征申請人提供能證明其具有承擔(dān)城市設(shè)計(jì)的專業(yè)技術(shù)能力的證明材料，如城鄉(xiāng)規(guī)劃編制資質(zhì)證書、外商投資企業(yè)城市規(guī)劃服務(wù)資格證書、建筑行業(yè)（建筑工程）設(shè)計(jì)甲級及以上的資質(zhì)證書或城市設(shè)計(jì)的委托合同等；

4.2.1 The Applicants within the People's Republic of China shall provide certification materials proving that they have the professional and technical abilities to undertake the urban design project, such as a qualification certificate for the urban and rural planning, a Certificate of Qualification of Foreign-funded Enterprises for Urban Planning Services, a qualification certificate of Grade A architectural design (architectural engineering) or above or a commission contract of urban design, etc.;

4.2.2中華人民共和國境外的規(guī)劃設(shè)計(jì)機(jī)構(gòu)須依本國或本地區(qū)的管理規(guī)定具有城市規(guī)劃或建筑設(shè)計(jì)的執(zhí)業(yè)許可或經(jīng)營許可。若依該國或該地區(qū)有關(guān)城市規(guī)劃和建筑設(shè)計(jì)從業(yè)或營業(yè)的管理規(guī)定城市規(guī)劃或建筑設(shè)計(jì)企業(yè)法人應(yīng)具有相應(yīng)執(zhí)業(yè)資質(zhì)或資格或營業(yè)許可，則需提供該機(jī)構(gòu)的相應(yīng)資質(zhì)或資格或營業(yè)許可證明文件；若依該國或該地區(qū)有關(guān)規(guī)劃、建筑設(shè)計(jì)從業(yè)或營業(yè)的管理規(guī)定，不要求城市規(guī)劃或建筑設(shè)計(jì)企業(yè)法人具有相應(yīng)執(zhí)業(yè)資質(zhì)或資格或營業(yè)許可，僅對規(guī)劃師、建筑師個(gè)人要求具有相應(yīng)資質(zhì)或資格或執(zhí)業(yè)許可，則需提供該機(jī)構(gòu)的規(guī)劃師、建筑師本人的注冊或執(zhí)業(yè)證書或會員證明材料，同時(shí)設(shè)計(jì)機(jī)構(gòu)應(yīng)說明該國或該地區(qū)有關(guān)規(guī)劃和建筑設(shè)計(jì)從業(yè)或營業(yè)的管理規(guī)定。港澳臺設(shè)計(jì)機(jī)構(gòu)的資格要求參照境外設(shè)計(jì)機(jī)構(gòu)資格要求的規(guī)定；

4.2.2 The Applicants outside the People's Republic of China should have a practice license or business license for urban planning or architectural design in accordance with the national or local administrative regulations. If a business entity engaged in urban planning or architectural design should have the corresponding practice permit or qualification or business license according to the national or local administrative regulations on practice or operation of urban planning and architectural design, it shall provide documentary evidence for its practice permit or qualification or business license. If the national or local administrative regulations on practice or operation of urban planning and architectural design do not require that a business entity engaged in urban planning or architectural design should have the corresponding practice permit or qualification or business license, and only require that planners and architects should have appropriate qualifications or practice licenses, then the registered or practicing certificate or membership certificate of the planner or architect of the institution should be provided, and the design agency should explain the national or regional administrative regulations on practice or operation of planning and architectural design. The qualification requirements for design agencies in Hong Kong, Macao and Taiwan should refer to the provisions on the qualification requirements for overseas design agencies;

4.3應(yīng)征申請人應(yīng)有與本項(xiàng)目的功能性質(zhì)相類似的城市設(shè)計(jì)經(jīng)驗(yàn)；

4.3 Applicants should have experience in urban design similar to the functional nature of this project

4.4本項(xiàng)目接受聯(lián)合體申請，聯(lián)合體的成員機(jī)構(gòu)不得超過3個(gè)。

4.4 This project accepts applications from the Consortium, and the number of the Consortium members shall not exceed three.

4.4.1 聯(lián)合體的各成員應(yīng)共同簽署一份聯(lián)合體協(xié)議。

4.4.1 Members of the Consortium shall jointly sign a consortium agreement.

4.4.2 組成項(xiàng)目聯(lián)合體的各成員單位不得再以自己的名義單獨(dú)申請資格預(yù)審，也不得同時(shí)加入本項(xiàng)目其它聯(lián)合體申請資格預(yù)審。

4.4.2 Any partner of the Consortium shall neither individually apply for the Prequalification in its own capacity, nor concurrently apply for the Prequalification as a partner of another Consortium.

4.4.3若聯(lián)合體均由國內(nèi)設(shè)計(jì)機(jī)構(gòu)組成，則需滿足4.2.1項(xiàng)要求；若聯(lián)合體由國內(nèi)、外設(shè)計(jì)機(jī)構(gòu)（或港澳臺設(shè)計(jì)機(jī)構(gòu)）組成，則國內(nèi)機(jī)構(gòu)須至少滿足4.2.1項(xiàng)其中一項(xiàng)資質(zhì)要求，國外機(jī)構(gòu)（或港澳臺設(shè)計(jì)機(jī)構(gòu)）需滿足4.2.2項(xiàng)要求。

4.4.3 If the Consortium is composed of domestic design agencies, the requirements in Item 4.2.1 shall be met; if the Consortium is composed of domestic and foreign design agencies (or design agencies from Hong Kong, Macao and Taiwan), the domestic agencies shall meet at least one of the qualification requirements in Item 4.2.1, and foreign agencies (or agencies from Hong Kong, Macao and Taiwan) shall meet the requirements in Item 4.2.2.

有意向參加應(yīng)征的應(yīng)征申請人需先在北京科技園拍賣招標(biāo)有限公司網(wǎng)站（www.bkpmzb.com）下載資格預(yù)審文件領(lǐng)取登記表，填寫完成后以Word版本E-mail至征集指定郵箱kjy03@vip.163.com或遞交至北京科技園拍賣招標(biāo)有限公司，征集組織咨詢服務(wù)機(jī)構(gòu)收到登記表后，再將資格預(yù)審文件的下載密碼發(fā)送給應(yīng)征申請人，應(yīng)征申請人應(yīng)按資格預(yù)審文件的要求提交書面申請文件。

6. 資格預(yù)審申請文件的遞交

資格預(yù)審申請文件遞交的截止時(shí)間為2020年4月20日下午17時(shí)00分，申請人應(yīng)在遞交截止時(shí)間之前將全套資格預(yù)審申請文件的蓋章掃描件發(fā)送至征集指定郵箱，隨后在10日內(nèi)將書面文件（1份正本、1份副本）遞交至征集組織機(jī)構(gòu)。征集組織機(jī)構(gòu)將拒絕接收逾期送達(dá)的資格預(yù)審申請文件。

The deadline for submission of application documents for prequalification is 17:00 on April 20, 2020. The Applicant shall send a sealed scanning copy of the full set of application documents for prequalification to the designated mailbox for solicitation before the deadline for submission, and then submit the written documents (one original and one copy) to the Organizer of Solicitation within 10 days. 8．征集說明

8. Instructions on Solicitation

8.1應(yīng)征設(shè)計(jì)補(bǔ)償金

8.1 Compensations for Designs Proposals

承辦單位將向按照征集要求提交了有效的第一階段方案征集應(yīng)征文件的應(yīng)征人支付應(yīng)征設(shè)計(jì)補(bǔ)償金，金額為人民幣160萬元（含稅）。

The Organizer will pay compensations for Designs Proposals to Participants who have submitted valid application documents for the first-stage proposal solicitation in accordance with the solicitation requirements. The amount is RMB 1.6 million (including tax).

8.2當(dāng)應(yīng)征人出現(xiàn)下列情況時(shí)，主辦單位不予支付補(bǔ)償金：

8.2 The Sponsor will not pay any compensation when Participants are under the following circumstances:

(1) 應(yīng)征人未按規(guī)定時(shí)間提交應(yīng)征文件；

(1) Participants fail to submit the application documents within the specified time;

(2) 應(yīng)征人提交的應(yīng)征文件經(jīng)專家評審被認(rèn)定為未對征集文件要求作出實(shí)質(zhì)性響應(yīng)；

(2) The application documents submitted by Participants are judged, upon the expert review, as not substantially responding to the requirements of the solicitation documents;

(3) 應(yīng)征人被取消應(yīng)征資格。

(3) Participants are disqualified.

8.3獎項(xiàng)和獎金的設(shè)置：本次方案征集設(shè)優(yōu)勝獎2名，獲優(yōu)勝獎的應(yīng)征人在按照征集文件的要求，提交了有效的第二階段方案征集應(yīng)征文件后，每家將獲得優(yōu)勝獎獎金人民幣300萬元（含稅）。

8.3 Awards and prize settings: There are two winners in the proposal solicitation. After the winners submit valid application documents for the second-stage proposal solicitation in accordance with the requirements of the solicitation documents, each will receive a prize of RMB 3 million (including tax).

8.4征集后續(xù)工作：最終中選方案的應(yīng)征人將可能被授予本規(guī)劃區(qū)的各分區(qū)詳細(xì)城市設(shè)計(jì)（含重點(diǎn)建筑方案導(dǎo)引）及園區(qū)規(guī)劃建設(shè)實(shí)施導(dǎo)則和后續(xù)3年的咨詢服務(wù)合同，合同金額為人民幣1200萬元（含稅）。

8.4 Follow-up work for the solicitation: The final selected Participant will probably be awarded the detailed urban design of each area (including architectural proposal guidance of all the plots), the implementation guidelines for the planning and construction of the Park and the consulting service contract for the upcoming two years. The contract amount is RMB 12 million (including tax).

以上費(fèi)用含中國境內(nèi)、外應(yīng)繳納的各項(xiàng)稅費(fèi)。

The above fees include all taxes payable within and outside China.

9. 其它條款

9. Miscellaneous

9.1知識產(chǎn)權(quán)

9.1 Intellectual Property Rights (IPR)

9.1.1 本次方案征集中接收的所有有效的應(yīng)征設(shè)計(jì)成果均不退回。

9.1.1 All valid Design Proposals received in this solicitation will not be returned.

9.1.2 應(yīng)征人提交的應(yīng)征城市設(shè)計(jì)版權(quán)歸主辦單位/承辦單位所有，應(yīng)征人對其應(yīng)征的城市設(shè)計(jì)享有署名權(quán)。在征得主辦單位/承辦單位書面同意后，應(yīng)征人可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價(jià)、展示其應(yīng)征設(shè)計(jì)成果的相關(guān)內(nèi)容。除應(yīng)征人的設(shè)計(jì)標(biāo)準(zhǔn)、設(shè)計(jì)導(dǎo)則和繪圖元素以外，應(yīng)征人不得將應(yīng)征設(shè)計(jì)成果用于其他的規(guī)劃設(shè)計(jì)項(xiàng)目。

9.1.2 The copyright of the applied urban design submitted by Participants belongs to the Sponsor / Organizer, and Participants hold the right of authorship for the applied urban design. Participants can comment on and display the relevant contents of Design Proposals in the forms of media communication, trade magazines, publications among others upon the Sponsor’s / Organizer’s consent in writing. Except for Participants' design standards, designing guidelines and drawing elements, the Participants shall not use their Design Proposals in other planning and design projects.

9.1.3應(yīng)征人提交的應(yīng)征建筑方案導(dǎo)引版權(quán)歸主辦單位/承辦單位及應(yīng)征人共有，主辦單位/承辦單位可對應(yīng)征建筑方案導(dǎo)引進(jìn)行印刷、出版和展覽，可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價(jià)、展示、宣傳，但應(yīng)注明應(yīng)征建筑方案導(dǎo)引的設(shè)計(jì)單位和創(chuàng)作者。在征得主辦單位/承辦單位書面同意后，應(yīng)征人可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價(jià)、展示其應(yīng)征建筑方案導(dǎo)引的相關(guān)內(nèi)容。

9.1.3 The copyright of the guidance of the architectural proposals submitted by Participants belongs to the Sponsor / Organizer and the Participants. The Sponsor / Organizer can print, publish and exhibit the guidance, and can comment on, display and publicize it in the forms of media communication, trade magazines, publications among others, but should indicate the design organizations and creators of the guidance. Participants can comment on and display the relevant contents of the guidance of the architectural proposals in the forms of media communication, trade magazines, publications among others upon the Sponsor’s/Organizer’s consent in writing.

9.1.4主辦單位/承辦單位有權(quán)在本項(xiàng)目的規(guī)劃編制、城市設(shè)計(jì)編制、城市設(shè)計(jì)導(dǎo)則編制、建筑方案導(dǎo)引編制、城市運(yùn)營、園區(qū)商業(yè)運(yùn)營、土地出讓、規(guī)劃建設(shè)管理等情形中無償全部或部分使用應(yīng)征人提交的設(shè)計(jì)成果。

The Sponsor / Organizer has the right to use all or part of the Design Proposals free of charge in the formulation of the planning, urban design, urban design guidelines, and architectural proposal guidance as well as urban operation, Park commercial operation, land transfer, planning and construction management of the project.

9.1.5應(yīng)征人應(yīng)保證提交的應(yīng)征設(shè)計(jì)成果在中國境內(nèi)或境外沒有且不會侵犯任何其他人的知識產(chǎn)權(quán)（包括但不限于著作權(quán)、專利權(quán)）或?qū)Ｓ屑夹g(shù)或商業(yè)秘密。應(yīng)征人應(yīng)保證，如果其應(yīng)征設(shè)計(jì)成果使用或包含任何其他人的知識產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密，應(yīng)征人已經(jīng)獲得權(quán)利人的合法、有效、充分的授權(quán)。應(yīng)征人因侵犯他人知識產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密所引起的全部賠償責(zé)任應(yīng)由應(yīng)征人承擔(dān)。

Participants shall ensure that all the submitted Design Proposals have not infringed upon and will not infringe upon IPR (including but not limited to copyright and patents) or proprietary technologies or trade secrets of others within or outside the People’s Republic of China. Participants shall guarantee that if their Design Proposals use or include IPR or proprietary technologies or trade secrets of others, Participants shall have already obtained legitimate, valid and sufficient authorization from the right holders. Participants shall take all liabilities arising from infringement by the Participants upon IPR or proprietary technologies or trade secrets of others.

9.1.6在征集過程中主辦單位提供的設(shè)計(jì)基礎(chǔ)資料（包括設(shè)計(jì)圖紙、設(shè)計(jì)資料等）的知識產(chǎn)權(quán)屬主辦單位及相關(guān)設(shè)計(jì)單位所有。應(yīng)征人僅可以將上述文件用于應(yīng)征設(shè)計(jì)和編制應(yīng)征設(shè)計(jì)文件之目的。未經(jīng)主辦單位書面許可，應(yīng)征人不得將上述文件用于其他工程設(shè)計(jì)或其他目的，也不得將上述文件泄露給任何第三方。

9.1.6 The IPRs of the basic design information (including design drawings, design materials, etc.) provided by the Sponsor during the solicitation process belong to the Sponsor and related design organizations. Participants can only use the documents aforementioned for the purpose of designing and compiling Design Proposals. Without written consent from the Sponsor, Participants shall not use the documents aforementioned for other engineering designs or other purposes, and shall not disclose the documents aforementioned to any third Party.

9.2適用法律

9.2 Governing Laws

本次征集活動本身及與本次活動相關(guān)的文件所適用的法律和法規(guī)僅為中華人民共和國的法律和法規(guī)。

The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.

9.3語言

9.3 Languages

資格預(yù)審文件以及與資格預(yù)審文件相關(guān)的補(bǔ)充文件和澄清文件均使用中文和英文書寫。在中、英文兩種語言的意思表達(dá)不一致時(shí)，以中文為準(zhǔn)。

The language used in the Prequalification Documents and any supplement and clarification documents thereto shall be Chinese and English. In the event of any discrepancy between Chinese and English, Chinese shall prevail.

資格預(yù)審申請文件與主辦單位之間與征集活動有關(guān)的往來函電和文件均應(yīng)使用中文書寫。應(yīng)征人隨應(yīng)征文件提供的證明文件和印刷品可以使用另一種語言，但必須附以中文譯本。

Application Documents for Prequalification and the correspondence and documents related to this solicitation between Participants and the Sponsor shall all be drafted in Chinese. Another language can be used for the proof documents and printed materials that Participants provide along with the application documents, but the version with Chinese translation shall be attached thereto.

與本次征集活動相關(guān)的會議及各項(xiàng)活動的口頭交流的語言為中文。

The language used in the meetings and oral communication related to this solicitation shall be Chinese.

9.4解釋權(quán)

9.4 Power of Interpretation

本次征集活動及相關(guān)文件的最終解釋權(quán)歸主辦單位。

The final right of interpretation of the solicitation and related documents is held by the Sponsor.
